Hieronder zullen wij een korte beschrijving geven van de belangrijkste wijzigingen ten opzichte van het accountantsprotocol 2018. Het belangrijkste voor u is dat de wijzigingen in termen van controledruk voor u zeer beperkt zijn. In het accountantsprotocol 2019 zijn twee onderdelen in rubriek B en twee subonderdelen in rubriek C komen te vervallen. Onderstaand wordt dit per rubriek nader toegelicht.

Op 3 oktober 2019 is het accountantsprotocol 2019 gepubliceerd.

Hieronder zullen wij een korte beschrijving geven van de belangrijkste wijzigingen ten opzichte van het accountantsprotocol 2018. Het belangrijkste voor u is dat de wijzigingen in termen van controledruk voor u zeer beperkt zijn. In het accountantsprotocol 2019 zijn twee onderdelen in rubriek B en twee subonderdelen in rubriek C komen te vervallen. Onderstaand wordt dit per rubriek nader toegelicht.

Rubriek B inzake het Assurance-rapport over de naleving van specifieke wet- en regelgeving

In rubriek B is de controlerende rol van de accountant bij de volgende twee onderdelen vervallen ten opzichte van verslagjaar 2018:

- Vervreemding van aandelen (artikel 27 lid 1 sub b van de Woningwet);
- Werkzaamheden ten behoeve van de huisvesting van vergunninghouders (artikel 45a van de Woningwet).

Er dient uiteraard nog steeds te worden voldaan aan de genoemde wettelijke bepalingen. Het gaat om het vervallen van de rol van de accountant.

Rubriek C inzake het Assurance-rapport over de cijfermatige informatie in de dVi In rubriek C zijn de volgende wijzigingen aangebracht in 2019 ten opzichte van 2018:

- In onderdeel 1 (onderdeel dVi 2.1) vervalt de controleplicht op subonderdeel b. Dit onderdeel vervalt doordat in de dVi een consistentievraag tussen dVi 2.1 en dVi 2.7 is verwerkt in het dVi model. Er vervalt 1 subonderdeel.
- In punt 3 (onderdeel dVi 2.7) vervalt de controleplicht op 5 subonderdelen. Ter vervanging is 1 nieuw subonderdeel toegevoegd waarbij van ons als accountant wordt gevraagd wordt om de aansluiting van de beleidswaarde in de dvi vast te stellen met de gegevens van de beleidswaardeberekening in de jaarrekening. Per saldo leidt dit tot een lastenvermindering van 4 subonderdelen.
- In onderdeel 4 tot en met 6 (onderdeel dVi 3.1, 3.2 en 3.3.) is 1 nieuw subonderdeel toegevoegd. Wij als accountant dienen de waarden van de geconsolideerde niet DAEB verbindingen aan te sluiten met de gegevens die gebruikt zijn voor de geconsolideerde jaarrekening. Dit onderdeel is voor de effectiviteit van toezicht van belang na het scheiden van het woningbezit. Door aan te sluiten op de gegevens die gebruikt zijn voor de totstandkoming van de geconsolideerde jaarrekening wordt het extra werk tot een minimum beperkt. In het accountantsprotocol 2019 is 1 subonderdeel toegevoegd.
- Bij onderdeel 7 wordt van u als corporatie gevraagd om de marktwaarde van de leningen naar WSW en niet WSW geborgde leningen te splitsen. In de jaarrekening worden alleen de totalen vermeld. Als accountant kunnen wij volstaan met de aansluiting van de marktwaarde op totalen. In het accountantsprotocol is 1 subonderdeel toegevoegd.  
  In de dVi 2019 is onderdeel 10, de aansluiting van de WNT in de dVi met de jaarrekening opgenomen. In het accountantsprotocol is 1 subonderdeel toegevoegd.
- Met ingang van verslagjaar 2019 dient in de dVi de marktwaarde van alle on en off balance derivaten (embedded en niet embedded) opgegeven te worden. Tot en met vorig jaar werd alleen gevraagd om de marktwaarde van de embedded derivaten. Wij als accountant dienen de opgegeven marktwaarde van de derivaten in de dVi aan te sluiten met de marktwaarde van de derivaten zoals deze in (de toelichting bij) de jaarrekening is opgenomen.

 Per saldo betekenen de bovenstaande wijzigingen een afname van 2 subonderdelen. De impact hiervan is echter zeer gering, aangezien wij veel zaken reeds vanuit de jaarrekening controleren. Onze lijst met op te leveren stukken zal ten aanzien van de bovenstaande wijzigingen worden aangepast.
